The building was built at the beginning of the XX century (1911-1916) and belonged to the oil magnate Rothschild (the building design was made by architect Sidernikov).
The Revolutionary Committee functioned in this building in March 1921. This Committee declared the Soviet Union System in Adjara.
The maternity home has functioned in this building since 1951.
The administrative block was built onto the main building in the 80ies of the previous century.
The building facades have the Baroque style (with certain elements of Rococo style). The building corner is rounded and has a dome with a steeple, covered with thin copper sheets. The plastered and painted white facades have many modelled decorative elements.
The open terraces and stone balconies with balusters railings, leaning on solid consoles, create a pompous image of the building.
The glamorously decorated entrances and entrance doors are arranged under the avant-corps on the building facades.
The building is one of the valuable examples of the urban heritage of Batumi. It is a dominant building in one of the central areas of Batumi.
