Brief Description of the Monument:
This two-story building, constructed in the first half of the 20th century, has an elongated rectangular floor plan. Built of stone, it is topped with a hipped roof. Elevated on a plinth, the building s short façades are symmetrically designed: the tall plinth wall is pierced with rectangular windows, while the two upper floors are segmented by arched windows. Simple stringcourses divide the floors, and the corners of the façades are accented with rows of rustication.
The long façades are similarly treated. At both ends are solid (blind) walls, styled like the short façades with horizontal stringcourses and rusticated corners. Between these ends, the recessed portions of the façade feature long balconies with metal railings, which are interconnected by internal staircases. The plinth level of the long façades also features arched openings.
On the right side, a low, arched tunnel cuts through the building, topped on both sides by decorative keystones. The structure also has two unsightly extensions. The balconies on the long façades have been heavily altered; many sections have been either built in or enclosed with glass.
The façades of this building are inspired by Classical style and local architectural traditions, making it a noteworthy example of Soviet-era architecture. The structure plays an important role in shaping the built character of its street and neighborhood.
